City hall tower in Passau, Germany

The tower of the Passau City Hall was erected between 1889 and 1892 by Heinrich Freiherr von Schmidt in the neo-Gothic style. The coats of arms below the roof represent the founding members of the German Empire in 1871.

The illusion of power and height

In the photograph, the tower appears to rise only as high as its neighbouring buildings, a subtle trick of perspective. Yet this visual compression reflects a deeper truth: power is often a matter of perception.
